Spain's Foreign Minister, Miguel Moratinos (January 12) praised Russia’s proposal for a new European security treaty as “timely” and in line with Europe’s interests. Why is Russia interested in a new 'security treaty'? And why is it putting forth a security proposal now? I do not believe that Russia is necessarily hoping to get Europe to agree to a particular security arrangement; rather, Putin is attempting to weaken NATO by sowing discord among the European states.
