Congressmen say Rep. Issa's inquiry will burden federal agencies

WASHINGTON — Some Democrats in Congress objected Wednesday to early steps taken by the new Republican chairman of the House Oversight and Government Reform Committee to conduct a broad inquiry into President Barack Obama's promises to improve government transparency.
Reps. Elijah Cummings of Maryland, Gerald Connolly of Virginia and Peter Welch of Vermont complained in a letter to Rep. Darrell Issa, R-Calif., that his investigation will burden federal agencies responsible for producing government records under the U.S. Freedom of Information Act requested by citizens, journalists, companies and others. Cummings is the senior Democrat on the House oversight committee.
Issa last week demanded details of every such request during the last five years, plus copies of all letters or e-mails between government workers and people with pending requests. He said the effort would make sure that "all federal agencies respond in a timely, substantive and non-discriminatory manner" to requests for records under the information law.
The five-year window would cover part of the Bush administration and the first years of Obama's presidency.
In their letter to Issa on Wednesday, the Democrats said the investigation would require government offices to turn over perhaps hundreds of thousands of documents. "Without a defined focus, your inquiry will place a significant burden on FOIA offices and divert limited staff from processing requests from the public," they wrote.
Issa's investigation into government transparency under Obama is among the earliest by Republicans since they won control of the House, and targets one of the first pledges Obama made after he moved into the White House.
The investigation was at least partly prompted by reports last year from The Associated Press that the Homeland Security Department had sidetracked hundreds of requests for federal records to top political advisers, who wanted information about those requesting the materials.
In some cases the release of documents considered politically sensitive was delayed, according to more than 1,000 pages of e-mails obtained by the AP.
The Democrats said they were uncomfortable with Issa's request for names of all people who sought federal records, dates of their requests, descriptions of what they asked to receive and whether they ever received anything. They said Issa should modify his request to not include names.
"It is unclear why the committee needs the identities of specific FOIA requesters," they wrote.
Names of people who ask the government for records and details about what they sought under the Freedom of Information Act are generally available publicly, and many are published by federal agencies online.

Radio frequency identification has been heralded as a breakthrough in tracking technology, and denounced as the next Big Brother surveillance tool.
RFID sounds futuristic: A transmitter smaller than a dime embedded in everything from a T-shirt to human skin, communicating data over a short distance to a reading device.
The technology has been around for decades -- the British used it to identify aircraft as friend or foe during World War II, and factory warehouses have used it more recently to make shipping more efficient.
So why is it getting so much attention now? The short answer is that RFID has moved into more common corners of society.
Today, it can be used to identify missing pets, monitor vehicle traffic, track livestock to help prevent disease outbreaks, and follow pharmaceuticals to fight counterfeit drugs. Many of us start our cars using RFID chips embedded in the ignition key.
RFID chips, injected under the skin, can store a medical history or be used to control access to secure areas. The next generation of passports and credit cards are hotbeds for RFID. It could make bar codes obsolete.
However, hackers and analysts are exposing potentially serious problems. Hackers could disable a car's RFID anti-theft feature, swap a product's price for a lower one, or copy medical information from an RFID chip.
"The dark side of RFID is surreptitious access," said Bruce Schneier, a security expert with Counterpane Internet Security Inc.
"When RFID chips are embedded in your ID cards, your clothes, your possessions, you are effectively broadcasting who you are to anyone within range," he said. "The level of surveillance possible, not only by the government but by corporations and criminals as well, will be unprecedented. There simply will be no place to hide."
But Mark Roberti, editor of RFID Journal, a trade publication that claims independence from the RFID industry, said the long-term convenience and cost-savings outweighs the potential pitfalls.
"Technology is neither good nor evil," Roberti wrote in an e-mail responding to questions from CNN. "Technology is a tool. All technologies can be used in positive or negative ways.
"The Internet is a great boon to businesses and consumers, but some use it [unscrupulously]. RFID is no different. It will be bring tremendous benefits to consumers and businesses. The key is to find ways to maximize the benefits and try to limit any potential abuses."
Most RFID chips or tags are passive, meaning they contain no battery power and can transmit data only when zapped with a reader. Active tags, which are more expensive, can carry some battery power.
Prices for the chips can range from several cents to a couple of dollars apiece, depending on the application and whether they are ordered in bulk. The cost has limited RFID's appeal. To compete with barcodes, RFID chips need to be priced at under a penny each. The cost is gradually coming down, though.
The storage space is extremely small, typically about 2KB, and the data on the tags can be read by equipment from a few inches to several feet away -- and sometimes a bit farther.
A group of hackers at the 2005 DefCon technology convention in Las Vegas, Nevada, used an antenna attached to an RFID reader to scan the information on a tag nearly 70 feet away. RFID proponents downplayed the demonstration, saying the apparatus was impractical and wouldn't work if the information on the RFID tag were encrypted, which is more often the case.
"The kind of RFID that is becoming widely used has no power source, and can send information over tens of feet. Compared to, say, a cell phone, which transmits personal identity and location information for miles, RFID's potential for misuse and abuse is quite trivial," Kevin Ashton, vice president at ThingMagic LLC, a manufacturer of RFID readers, wrote in an e-mail responding to CNN's questions.
"That said, companies that make and use RFID have a responsibility to make sure the technology is developed and adopted in ways that make it secure and useful."
That responsibility was recently addressed by a best-practices manifesto composed by the RFID industry. Participating companies included Microsoft, IBM, Intel, Visa U.S.A. and Proctor & Gamble.
The manifesto is meant to assuage consumer fears about how data could be collected, shared and stored. Key parts of the document include an agreement to notify consumers about RFID data collection and give them a choice when it comes to gathering personal information. But the manifesto doesn't suggest any penalties for not complying, and the onus would likely fall to the Federal Trade Commission to investigate any claims of harm or wrongdoing.
"Credit card companies have huge incentives to secure the transaction: They need to avoid customer complaints, counterfeiting and billing disputes, so it seems reasonable to assume high levels of security will have to be built in before such a system would be widely accepted," wrote ThingMagic's Ashton.
A company in Cincinnati, Ohio, recently delved into new territory with RFID tags by chipping its employees.
CityWatcher.com provides video surveillance for clients and police. The information it collects is the company's biggest asset and needs to be kept in a room that has more security than a lock and key, CEO Sean Darks said. The answer was an electronic lock, and the company has given its handful of employees the option of using an electronic key or getting an RFID chip implanted in their arm.
"It can't be read, it can't be tracked, it doesn't have GPS," Darks said. "It doesn't emit a signal, I do not know where my employees are unless I call them on a cell phone -- your cell phone has more GPS capability than an RFID chip does."
VeriChip Corp. is a Florida-based company that makes the government-approved, human-implantable RFID chips. A certified doctor injects the chip, which is about the size of a grain of rice.
If done for medical reasons, the RFID chip would contain a random 16-character string of numbers or letters connected to that person's medical chart. That way, in an emergency, doctors could access a patient's history even if the patient was incapable of communicating. But the technology is not available at all hospitals, and not every doctor knows to look for the implanted chips.
A few CityWatcher.com employees opted not to have the procedure done, saying the whole idea makes them nervous. They were given a key chain that contained an RFID chip. Regardless, Darks says the idea helps maintain security in the building -- and he sees some humor in the situation.
"What we like to say at CityWatcher is it helps with employee retention, because employees don't like to leave their arm if they leave the company," he said.
But this human-implant trend worries privacy advocates like Marc Rotenberg with the Electronic Privacy Information Center.
"A lot of these technologies have very useful applications," he said. "They can help large companies keep track of products, which is why companies such as Wal-Mart use RFID chips in their inventory management system. A lot of pet owners are using chips to keep track of their animals if they're lost.
"But it really seems to cross a line when technology that's used for inventory management or keeping track of pets is then placed in human beings," Rotenberg added. "And that raises ethical issues and privacy issues and probably some legal issues. I think people are going to be concerned about who uses the chip and who has access to it."
Despite these concerns, others say there are huge benefits to using RFID.
"At least 30 million people carry an RFID tag on them every day in their car keys or in their access control card to get into their office building or to buy gas or to pay a toll," wrote RFID Journal's Roberti. "Everywhere RFID has been rolled out in the consumer environment, consumers have overwhelmingly embraced it."
One new consumer application is in credit cards. Consumers could simply wave a credit card containing a passive chip at an RFID reader to pay for their purchases.
While there is concern that hackers could remotely read the card information, supporters argue it would be easier for merchants, and the speed of the processing time could shave off more than a dozen seconds per transaction, which would add up. They also say transactions would be no more or less secure than they are today.
"That is, if you buy stuff today with a credit card, that information is stored in a database," Roberti wrote. "When or if RFID is used to record sales, data will go in a database, the same one in fact. If the government wants access to the RFID data or the bar code data, it's essentially the same thing."
The controversy and discussion about RFID technology will not end anytime soon. But both sides agree that a sizable dose of debate is needed to hammer out the kinks. Meanwhile, the technology is appearing in an increasing number of places -- though even if you look around, you still might miss it.

Government Uses Color Laser Printer Technology to Track Documents
Practice embeds hidden, traceable data in every printed page.

WASHINGTON--Next time you make a printout from your color laser printer, shine an LED flashlight beam on it and examine it closely with a magnifying glass. You might be able to see the small, scattered yellow dots printed there that could be used to trace the document back to you.
According to experts, several printer companies quietly encode the serial number and the manufacturing code of their color laser printers and color copiers on every document those machines produce. Governments, including the United States, already use the hidden markings to track counterfeiters.
Peter Crean, a senior research fellow at Xerox, says his company's laser printers, copiers and multifunction workstations, such as its WorkCentre Pro series, put the "serial number of each machine coded in little yellow dots" in every printout. The millimeter-sized dots appear about every inch on a page, nestled within the printed words and margins.
"It's a trail back to you, like a license plate," Crean says.
The dots' minuscule size, covering less than one-thousandth of the page, along with their color combination of yellow on white, makes them invisible to the naked eye, Crean says. One way to determine if your color laser is applying this tracking process is to shine a blue LED light--say, from a keychain laser flashlight--on your page and use a magnifier.
Crime Fighting vs. Privacy
Laser-printing technology makes it incredibly easy to counterfeit money and documents, and Crean says the dots, in use in some printers for decades, allow law enforcement to identify and track down counterfeiters.
However, they could also be employed to track a document back to any person or business that printed it. Although the technology has existed for a long time, printer companies have not been required to notify customers of the feature.
Lorelei Pagano, a counterfeiting specialist with the U.S. Secret Service, stresses that the government uses the embedded serial numbers only when alerted to a forgery. "The only time any information is gained from these documents is purely in [the case of] a criminal act," she says.
John Morris, a lawyer for The Center for Democracy and Technology , says, "That type of assurance doesn't really assure me at all, unless there's some type of statute." He adds, "At a bare minimum, there needs to be a notice to consumers."
If the practice disturbs you, don't bother trying to disable the encoding mechanism--you'll probably just break your printer.
Crean describes the device as a chip located "way in the machine, right near the laser" that embeds the dots when the document "is about 20 billionths of a second" from printing.
"Standard mischief won't get you around it," Crean adds.
Neither Crean nor Pagano has an estimate of how many laser printers, copiers, and multifunction devices track documents, but they say that the practice is commonplace among major printer companies.
"The industry absolutely has been extraordinarily helpful [to law enforcement]," Pagano says.
According to Pagano, counterfeiting cases are brought to the Secret Service, which checks the documents, determines the brand and serial number of the printer, and contacts the company. Some, like Xerox, have a customer database, and they share the information with the government.
Crean says Xerox and the government have a good relationship. "The U.S. government had been on board all along--they would actually come out to our labs," Crean says.
History
Unlike ink jet printers, laser printers, fax machines, and copiers fire a laser through a mirror and series of lenses to embed the document or image on a page. Such devices range from a little over $100 to more than $1000, and are designed for both home and office.
Crean says Xerox pioneered this technology about 20 years ago, to assuage fears that their color copiers could easily be used to counterfeit bills.
"We developed the first (encoding mechanism) in house because several countries had expressed concern about allowing us to sell the printers in their country," Crean says.
Since then, he says, many other companies have adopted the practice.
The United States is not the only country teaming with private industry to fight counterfeiters. A recent article points to the Dutch government as using similar anticounterfeiting methods, and cites Canon as a company with encoding technology. Canon USA declined to comment.

The top-secret world the government created in response to the terrorist attacks of Sept. 11, 2001, has become so large, so unwieldy and so secretive that no one knows how much money it costs, how many people it employs, how many programs exist within it or exactly how many agencies do the same work.
These are some of the findings of a two-year investigation by The Washington Post that discovered what amounts to an alternative geography of the United States, a Top Secret America hidden from public view and lacking in thorough oversight. After nine years of unprecedented spending and growth, the result is that the system put in place to keep the United States safe is so massive that its effectiveness is impossible to determine.
The investigation's other findings include:
* Some 1,271 government organizations and 1,931 private companies work on programs related to counterterrorism, homeland security and intelligence in about 10,000 locations across the United States.
* An estimated 854,000 people, nearly 1.5 times as many people as live in Washington, D.C., hold top-secret security clearances.
* In Washington and the surrounding area, 33 building complexes for top-secret intelligence work are under construction or have been built since September 2001. Together they occupy the equivalent of almost three Pentagons or 22 U.S. Capitol buildings - about 17 million square feet of space.
* Many security and intelligence agencies do the same work, creating redundancy and waste. For example, 51 federal organizations and military commands, operating in 15 U.S. cities, track the flow of money to and from terrorist networks.
* Analysts who make sense of documents and conversations obtained by foreign and domestic spying share their judgment by publishing 50,000 intelligence reports each year - a volume so large that many are routinely ignored.
These are not academic issues; lack of focus, not lack of resources, was at the heart of the Fort Hood shooting that left 13 dead, as well as the Christmas Day bomb attempt thwarted not by the thousands of analysts employed to find lone terrorists but by an alert airline passenger who saw smoke coming from his seatmate.
They are also issues that greatly concern some of the people in charge of the nation's security.
"There has been so much growth since 9/11 that getting your arms around that - not just for the DNI [Director of National Intelligence], but for any individual, for the director of the CIA, for the secretary of defense - is a challenge," Defense Secretary Robert M. Gates said in an interview with The Post last week.
In the Department of Defense, where more than two-thirds of the intelligence programs reside, only a handful of senior officials - called Super Users - have the ability to even know about all the department's activities. But as two of the Super Users indicated in interviews, there is simply no way they can keep up with the nation's most sensitive work.
"I'm not going to live long enough to be briefed on everything" was how one Super User put it. The other recounted that for his initial briefing, he was escorted into a tiny, dark room, seated at a small table and told he couldn't take notes. Program after program began flashing on a screen, he said, until he yelled ''Stop!" in frustration.
"I wasn't remembering any of it," he said.
Underscoring the seriousness of these issues are the conclusions of retired Army Lt. Gen. John R. Vines, who was asked last year to review the method for tracking the Defense Department's most sensitive programs. Vines, who once commanded 145,000 troops in Iraq and is familiar with complex problems, was stunned by what he discovered.
"I'm not aware of any agency with the authority, responsibility or a process in place to coordinate all these interagency and commercial activities," he said in an interview. "The complexity of this system defies description."
The result, he added, is that it's impossible to tell whether the country is safer because of all this spending and all these activities. "Because it lacks a synchronizing process, it inevitably results in message dissonance, reduced effectiveness and waste," Vines said. "We consequently can't effectively assess whether it is making us more safe."
The Post's investigation is based on government documents and contracts, job descriptions, property records, corporate and social networking Web sites, additional records, and hundreds of interviews with intelligence, military and corporate officials and former officials. Most requested anonymity either because they are prohibited from speaking publicly or because, they said, they feared retaliation at work for describing their concerns.
The Post's online database of government organizations and private companies was built entirely on public records. The investigation focused on top-secret work because the amount classified at the secret level is too large to accurately track.

Defense Secretary Gates, in his interview with The Post, said that he does not believe the system has become too big to manage but that getting precise data is sometimes difficult. Singling out the growth of intelligence units in the Defense Department, he said he intends to review those programs for waste. "Nine years after 9/11, it makes a lot of sense to sort of take a look at this and say, 'Okay, we've built tremendous capability, but do we have more than we need?' " he said.
CIA Director Leon Panetta, who was also interviewed by The Post last week, said he's begun mapping out a five-year plan for his agency because the levels of spending since 9/11 are not sustainable. "Particularly with these deficits, we're going to hit the wall. I want to be prepared for that," he said. "Frankly, I think everyone in intelligence ought to be doing that."
In an interview before he resigned as the director of national intelligence in May, retired Adm. Dennis C. Blair said he did not believe there was overlap and redundancy in the intelligence world. "Much of what appears to be redundancy is, in fact, providing tailored intelligence for many different customers," he said.
Blair also expressed confidence that subordinates told him what he needed to know. "I have visibility on all the important intelligence programs across the community, and there are processes in place to ensure the different intelligence capabilities are working together where they need to," he said.
Weeks later, as he sat in the corner of a ballroom at the Willard Hotel waiting to give a speech, he mused about The Post's findings. "After 9/11, when we decided to attack violent extremism, we did as we so often do in this country," he said. "The attitude was, if it's worth doing, it's probably worth overdoing."
Outside a gated subdivision of mansions in McLean, a line of cars idles every weekday morning as a new day in Top Secret America gets underway. The drivers wait patiently to turn left, then crawl up a hill and around a bend to a destination that is not on any public map and not announced by any street sign.
Liberty Crossing tries hard to hide from view. But in the winter, leafless trees can't conceal a mountain of cement and windows the size of five Wal-Mart stores stacked on top of one another rising behind a grassy berm. One step too close without the right badge, and men in black jump out of nowhere, guns at the ready.
Past the armed guards and the hydraulic steel barriers, at least 1,700 federal employees and 1,200 private contractors work at Liberty Crossing, the nickname for the two headquarters of the Office of the Director of National Intelligence and its National Counterterrorism Center. The two share a police force, a canine unit and thousands of parking spaces.
Liberty Crossing is at the center of the collection of U.S. government agencies and corporate contractors that mushroomed after the 2001 attacks. But it is not nearly the biggest, the most costly or even the most secretive part of the 9/11 enterprise.
In an Arlington County office building, the lobby directory doesn't include the Air Force's mysteriously named XOIWS unit, but there's a big "Welcome!" sign in the hallway greeting visitors who know to step off the elevator on the third floor. In Elkridge, Md., a clandestine program hides in a tall concrete structure fitted with false windows to look like a normal office building. In Arnold, Mo., the location is across the street from a Target and a Home Depot. In St. Petersburg, Fla., it's in a modest brick bungalow in a run-down business park.
Each day at the National Counterterrorism Center in McLean, workers review at least 5,000 pieces of terrorist-related data from intelligence agencies and keep an eye on world events.
Every day across the United States, 854,000 civil servants, military personnel and private contractors with top-secret security clearances are scanned into offices protected by electromagnetic locks, retinal cameras and fortified walls that eavesdropping equipment cannot penetrate.
This is not exactly President Dwight D. Eisenhower's "military-industrial complex," which emerged with the Cold War and centered on building nuclear weapons to deter the Soviet Union. This is a national security enterprise with a more amorphous mission: defeating transnational violent extremists.
Much of the information about this mission is classified. That is the reason it is so difficult to gauge the success and identify the problems of Top Secret America, including whether money is being spent wisely. The U.S. intelligence budget is vast, publicly announced last year as $75 billion, 21/2 times the size it was on Sept. 10, 2001. But the figure doesn't include many military activities or domestic counterterrorism programs.
At least 20 percent of the government organizations that exist to fend off terrorist threats were established or refashioned in the wake of 9/11. Many that existed before the attacks grew to historic proportions as the Bush administration and Congress gave agencies more money than they were capable of responsibly spending.
The Pentagon's Defense Intelligence Agency, for example, has gone from 7,500 employees in 2002 to 16,500 today. The budget of the National Security Agency, which conducts electronic eavesdropping, doubled. Thirty-five FBI Joint Terrorism Task Forces became 106. It was phenomenal growth that began almost as soon as the Sept. 11 attacks ended.
Nine days after the attacks, Congress committed $40 billion beyond what was in the federal budget to fortify domestic defenses and to launch a global offensive against al-Qaeda. It followed that up with an additional $36.5 billion in 2002 and $44 billion in 2003. That was only a beginning.
With the quick infusion of money, military and intelligence agencies multiplied. Twenty-four organizations were created by the end of 2001, including the Office of Homeland Security and the Foreign Terrorist Asset Tracking Task Force. In 2002, 37 more were created to track weapons of mass destruction, collect threat tips and coordinate the new focus on counterterrorism. That was followed the next year by 36 new organizations; and 26 after that; and 31 more; and 32 more; and 20 or more each in 2007, 2008 and 2009.
In all, at least 263 organizations have been created or reorganized as a response to 9/11. Each has required more people, and those people have required more administrative and logistic support: phone operators, secretaries, librarians, architects, carpenters, construction workers, air-conditioning mechanics and, because of where they work, even janitors with top-secret clearances.
With so many more employees, units and organizations, the lines of responsibility began to blur. To remedy this, at the recommendation of the bipartisan 9/11 Commission, the George W. Bush administration and Congress decided to create an agency in 2004 with overarching responsibilities called the Office of the Director of National Intelligence (ODNI) to bring the colossal effort under control.
While that was the idea, Washington has its own ways.
The first problem was that the law passed by Congress did not give the director clear legal or budgetary authority over intelligence matters, which meant he wouldn't have power over the individual agencies he was supposed to control.
The second problem: Even before the first director, Ambassador John D. Negroponte, was on the job, the turf battles began. The Defense Department shifted billions of dollars out of one budget and into another so that the ODNI could not touch it, according to two senior officials who watched the process. The CIA reclassified some of its most sensitive information at a higher level so the National Counterterrorism Center staff, part of the ODNI, would not be allowed to see it, said former intelligence officers involved.
And then came a problem that continues to this day, which has to do with the ODNI's rapid expansion.
When it opened in the spring of 2005, Negroponte's office was all of 11 people stuffed into a secure vault with closet-size rooms a block from the White House. A year later, the budding agency moved to two floors of another building. In April 2008, it moved into its huge permanent home, Liberty Crossing.
Today, many officials who work in the intelligence agencies say they remain unclear about what the ODNI is in charge of. To be sure, the ODNI has made some progress, especially in intelligence-sharing, information technology and budget reform. The DNI and his managers hold interagency meetings every day to promote collaboration. The last director, Blair, doggedly pursued such nitty-gritty issues as procurement reform, compatible computer networks, tradecraft standards and collegiality.
But improvements have been overtaken by volume at the ODNI, as the increased flow of intelligence data overwhelms the system's ability to analyze and use it. Every day, collection systems at the National Security Agency intercept and store 1.7 billion e-mails, phone calls and other types of communications. The NSA sorts a fraction of those into 70 separate databases. The same problem bedevils every other intelligence agency, none of which have enough analysts and translators for all this work.
The practical effect of this unwieldiness is visible, on a much smaller scale, in the office of Michael Leiter, the director of the National Counterterrorism Center. Leiter spends much of his day flipping among four computer monitors lined up on his desk. Six hard drives sit at his feet. The data flow is enormous, with dozens of databases feeding separate computer networks that cannot interact with one another.
There is a long explanation for why these databases are still not connected, and it amounts to this: It's too hard, and some agency heads don't really want to give up the systems they have. But there's some progress: "All my e-mail on one computer now," Leiter says. "That's a big deal."
To get another view of how sprawling Top Secret America has become, just head west on the toll road toward Dulles International Airport.
As a Michaels craft store and a Books-A-Million give way to the military intelligence giants Northrop Grumman and Lockheed Martin, find the off-ramp and turn left. Those two shimmering-blue five-story ice cubes belong to the National Geospatial-Intelligence Agency, which analyzes images and mapping data of the Earth's geography. A small sign obscured by a boxwood hedge says so.
Across the street, in the chocolate-brown blocks, is Carahsoft, an intelligence agency contractor specializing in mapping, speech analysis and data harvesting. Nearby is the government's Underground Facility Analysis Center. It identifies overseas underground command centers associated with weapons of mass destruction and terrorist groups, and advises the military on how to destroy them.
Clusters of top-secret work exist throughout the country, but the Washington region is the capital of Top Secret America.
About half of the post-9/11 enterprise is anchored in an arc stretching from Leesburg south to Quantico, back north through Washington and curving northeast to Linthicum, just north of the Baltimore-Washington International Marshall Airport. Many buildings sit within off-limits government compounds or military bases.
Others occupy business parks or are intermingled with neighborhoods, schools and shopping centers and go unnoticed by most people who live or play nearby.
Many of the newest buildings are not just utilitarian offices but also edifices "on the order of the pyramids," in the words of one senior military intelligence officer.
Not far from the Dulles Toll Road, the CIA has expanded into two buildings that will increase the agency's office space by one-third. To the south, Springfield is becoming home to the new $1.8 billion National Geospatial-Intelligence Agency headquarters, which will be the fourth-largest federal building in the area and home to 8,500 employees. Economic stimulus money is paying hundreds of millions of dollars for this kind of federal construction across the region.
It's not only the number of buildings that suggests the size and cost of this expansion, it's also what is inside: banks of television monitors. "Escort-required" badges. X-ray machines and lockers to store cellphones and pagers. Keypad door locks that open special rooms encased in metal or permanent dry wall, impenetrable to eavesdropping tools and protected by alarms and a security force capable of responding within 15 minutes. Every one of these buildings has at least one of these rooms, known as a SCIF, for sensitive compartmented information facility. Some are as small as a closet; others are four times the size of a football field.
SCIF size has become a measure of status in Top Secret America, or at least in the Washington region of it. "In D.C., everyone talks SCIF, SCIF, SCIF," said Bruce Paquin, who moved to Florida from the Washington region several years ago to start a SCIF construction business. "They've got the penis envy thing going. You can't be a big boy unless you're a three-letter agency and you have a big SCIF."
SCIFs are not the only must-have items people pay attention to. Command centers, internal television networks, video walls, armored SUVs and personal security guards have also become the bling of national security.
"You can't find a four-star general without a security detail," said one three-star general now posted in Washington after years abroad. "Fear has caused everyone to have stuff. Then comes, 'If he has one, then I have to have one.' It's become a status symbol."
Among the most important people inside the SCIFs are the low-paid employees carrying their lunches to work to save money. They are the analysts, the 20- and 30-year-olds making $41,000 to $65,000 a year, whose job is at the core of everything Top Secret America tries to do.
At its best, analysis melds cultural understanding with snippets of conversations, coded dialogue, anonymous tips, even scraps of trash, turning them into clues that lead to individuals and groups trying to harm the United States.
Their work is greatly enhanced by computers that sort through and categorize data. But in the end, analysis requires human judgment, and half the analysts are relatively inexperienced, having been hired in the past several years, said a senior ODNI official. Contract analysts are often straight out of college and trained at corporate headquarters.
When hired, a typical analyst knows very little about the priority countries - Iraq, Iran, Afghanistan and Pakistan - and is not fluent in their languages. Still, the number of intelligence reports they produce on these key countries is overwhelming, say current and former intelligence officials who try to cull them every day. The ODNI doesn't know exactly how many reports are issued each year, but in the process of trying to find out, the chief of analysis discovered 60 classified analytic Web sites still in operation that were supposed to have been closed down for lack of usefulness. "Like a zombie, it keeps on living" is how one official describes the sites.
The problem with many intelligence reports, say officers who read them, is that they simply re-slice the same facts already in circulation. "It's the soccer ball syndrome. Something happens, and they want to rush to cover it," said Richard H. Immerman, who was the ODNI's assistant deputy director of national intelligence for analytic integrity and standards until early 2009. "I saw tremendous overlap."
Even the analysts at the National Counterterrorism Center (NCTC), which is supposed to be where the most sensitive, most difficult-to-obtain nuggets of information are fused together, get low marks from intelligence officials for not producing reports that are original, or at least better than the reports already written by the CIA, FBI, National Security Agency or Defense Intelligence Agency.
When Maj. Gen. John M. Custer was the director of intelligence at U.S. Central Command, he grew angry at how little helpful information came out of the NCTC. In 2007, he visited its director at the time, retired Vice Adm. John Scott Redd, to tell him so. "I told him that after 41/2 years, this organization had never produced one shred of information that helped me prosecute three wars!" he said loudly, leaning over the table during an interview.
Two years later, Custer, now head of the Army's intelligence school at Fort Huachuca, Ariz., still gets red-faced recalling that day, which reminds him of his frustration with Washington's bureaucracy. "Who has the mission of reducing redundancy and ensuring everybody doesn't gravitate to the lowest-hanging fruit?" he said. "Who orchestrates what is produced so that everybody doesn't produce the same thing?"
He's hardly the only one irritated. In a secure office in Washington, a senior intelligence officer was dealing with his own frustration. Seated at his computer, he began scrolling through some of the classified information he is expected to read every day: CIA World Intelligence Review, WIRe-CIA, Spot Intelligence Report, Daily Intelligence Summary, Weekly Intelligence Forecast, Weekly Warning Forecast, IC Terrorist Threat Assessments, NCTC Terrorism Dispatch, NCTC Spotlight . . .
It's too much, he complained. The inbox on his desk was full, too. He threw up his arms, picked up a thick, glossy intelligence report and waved it around, yelling.
"Jesus! Why does it take so long to produce?"
"Why does it have to be so bulky?"
"Why isn't it online?"
The overload of hourly, daily, weekly, monthly and annual reports is actually counterproductive, say people who receive them. Some policymakers and senior officials don't dare delve into the backup clogging their computers. They rely instead on personal briefers, and those briefers usually rely on their own agency's analysis, re-creating the very problem identified as a main cause of the failure to thwart the attacks: a lack of information-sharing.

The ODNI's analysis office knows this is a problem. Yet its solution was another publication, this one a daily online newspaper, Intelligence Today. Every day, a staff of 22 culls more than two dozen agencies' reports and 63 Web sites, selects the best information and packages it by originality, topic and region.
Analysis is not the only area where serious overlap appears to be gumming up the national security machinery and blurring the lines of responsibility.
Within the Defense Department alone, 18 commands and agencies conduct information operations, which aspire to manage foreign audiences’ perceptions of U.S. policy and military activities overseas.
And all the major intelligence agencies and at least two major military commands claim a major role in cyber-warfare, the newest and least-defined frontier.
"Frankly, it hasn't been brought together in a unified approach," CIA Director Panetta said of the many agencies now involved in cyber-warfare.
"Cyber is tremendously difficult" to coordinate, said Benjamin A. Powell, who served as general counsel for three directors of national intelligence until he left the government last year. "Sometimes there was an unfortunate attitude of bring your knives, your guns, your fists and be fully prepared to defend your turf." Why? "Because it's funded, it's hot and it's sexy."

Last fall, U.S. Army Maj. Nidal Malik Hasan allegedly opened fire at Fort Hood, Tex., killing 13 people and wounding 30. In the days after the shootings, information emerged about Hasan's increasingly strange behavior at Walter Reed Army Medical Center, where he had trained as a psychiatrist and warned commanders that they should allow Muslims to leave the Army or risk "adverse events." He had also exchanged e-mails with a well-known radical cleric in Yemen being monitored by U.S. intelligence.
But none of this reached the one organization charged with handling counterintelligence investigations within the Army. Just 25 miles up the road from Walter Reed, the Army's 902nd Military Intelligence Group had been doing little to search the ranks for potential threats. Instead, the 902's commander had decided to turn the unit's attention to assessing general terrorist affiliations in the United States, even though the Department of Homeland Security and the FBI's 106 Joint Terrorism Task Forces were already doing this work in great depth.
The 902nd, working on a program the commander named RITA, for Radical Islamic Threat to the Army, had quietly been gathering information on Hezbollah, Iranian Republican Guard and al-Qaeda student organizations in the United States. The assessment "didn't tell us anything we didn't know already," said the Army's senior counterintelligence officer at the Pentagon.
Secrecy and lack of coordination have allowed organizations, such as the 902nd in this case, to work on issues others were already tackling rather than take on the much more challenging job of trying to identify potential jihadist sympathizers within the Army itself.
Beyond redundancy, secrecy within the intelligence world hampers effectiveness in other ways, say defense and intelligence officers. For the Defense Department, the root of this problem goes back to an ultra-secret group of programs for which access is extremely limited and monitored by specially trained security officers.
These are called Special Access Programs - or SAPs - and the Pentagon's list of code names for them runs 300 pages. The intelligence community has hundreds more of its own, and those hundreds have thousands of sub-programs with their own limits on the number of people authorized to know anything about them. All this means that very few people have a complete sense of what's going on.
"There's only one entity in the entire universe that has visibility on all SAPs - that's God," said James R. Clapper, undersecretary of defense for intelligence and the Obama administration's nominee to be the next director of national intelligence.
Such secrecy can undermine the normal chain of command when senior officials use it to cut out rivals or when subordinates are ordered to keep secrets from their commanders.
One military officer involved in one such program said he was ordered to sign a document prohibiting him from disclosing it to his four-star commander, with whom he worked closely every day, because the commander was not authorized to know about it. Another senior defense official recalls the day he tried to find out about a program in his budget, only to be rebuffed by a peer. "What do you mean you can't tell me? I pay for the program," he recalled saying in a heated exchange.
Another senior intelligence official with wide access to many programs said that secrecy is sometimes used to protect ineffective projects. "I think the secretary of defense ought to direct a look at every single thing to see if it still has value," he said. "The DNI ought to do something similar."
The ODNI hasn't done that yet. The best it can do at the moment is maintain a database of the names of the most sensitive programs in the intelligence community. But the database does not include many important and relevant Pentagon projects.
Because so much is classified, illustrations of what goes on every day in Top Secret America can be hard to ferret out. But every so often, examples emerge. A recent one shows the post-9/11 system at its best and its worst.
Last fall, after eight years of growth and hirings, the enterprise was at full throttle when word emerged that something was seriously amiss inside Yemen. In response, President Obama signed an order sending dozens of secret commandos to that country to target and kill the leaders of an al-Qaeda affiliate.
In Yemen, the commandos set up a joint operations center packed with hard drives, forensic kits and communications gear. They exchanged thousands of intercepts, agent reports, photographic evidence and real-time video surveillance with dozens of top-secret organizations in the United States.
That was the system as it was intended. But when the information reached the National Counterterrorism Center in Washington for analysis, it arrived buried within the 5,000 pieces of general terrorist-related data that are reviewed each day. Analysts had to switch from database to database, from hard drive to hard drive, from screen to screen, just to locate what might be interesting to study further.
As military operations in Yemen intensified and the chatter about a possible terrorist strike increased, the intelligence agencies ramped up their effort. The flood of information into the NCTC became a torrent.
Somewhere in that deluge was even more vital data. Partial names of someone in Yemen. A reference to a Nigerian radical who had gone to Yemen. A report of a father in Nigeria worried about a son who had become interested in radical teachings and had disappeared inside Yemen.
These were all clues to what would happen when a Nigerian named Umar Farouk Abdulmutallab left Yemen and eventually boarded a plane in Amsterdam bound for Detroit. But nobody put them together because, as officials would testify later, the system had gotten so big that the lines of responsibility had become hopelessly blurred.
"There are so many people involved here," NCTC Director Leiter told Congress.
"Everyone had the dots to connect," DNI Blair explained to the lawmakers. "But I hadn't made it clear exactly who had primary responsibility."
And so Abdulmutallab was able to step aboard Northwest Airlines Flight 253. As it descended toward Detroit, he allegedly tried to ignite explosives hidden in his underwear. It wasn't the very expensive, very large 9/11 enterprise that prevented disaster. It was a passenger who saw what he was doing and tackled him. "We didn't follow up and prioritize the stream of intelligence," White House counterterrorism adviser John O. Brennan explained afterward. "Because no one intelligence entity, or team or task force was assigned responsibility for doing that follow-up investigation."
Blair acknowledged the problem. His solution: Create yet another team to run down every important lead. But he also told Congress he needed more money and more analysts to prevent another mistake.
More is often the solution proposed by the leaders of the 9/11 enterprise. After the Christmas Day bombing attempt, Leiter also pleaded for more - more analysts to join the 300 or so he already had.
The Department of Homeland Security asked for more air marshals, more body scanners and more analysts, too, even though it can't find nearly enough qualified people to fill its intelligence unit now. Obama has said he will not freeze spending on national security, making it likely that those requests will be funded.
More building, more expansion of offices continues across the country. A $1.7 billion NSA data-processing center will be under construction soon near Salt Lake City. In Tampa, the U.S. Central Command’s new 270,000-square-foot intelligence office will be matched next year by an equally large headquarters building, and then, the year after that, by a 51,000-square-foot office just for its special operations section.
Just north of Charlottesville, the new Joint-Use Intelligence Analysis Facility will consolidate 1,000 defense intelligence analysts on a secure campus.
Meanwhile, five miles southeast of the White House, the DHS has broken ground for its new headquarters, to be shared with the Coast Guard. DHS, in existence for only seven years, already has its own Special Access Programs, its own research arm, its own command center, its own fleet of armored cars and its own 230,000-person workforce, the third-largest after the departments of Defense and Veterans Affairs.
Soon, on the grounds of the former St. Elizabeths mental hospital in Anacostia, a $3.4 billion showcase of security will rise from the crumbling brick wards. The new headquarters will be the largest government complex built since the Pentagon, a major landmark in the alternative geography of Top Secret America and four times as big as Liberty Crossing.

The top-secret world the government created in response to the terrorist attacks of Sept. 11, 2001, has become so large, so unwieldy and so secretive that no one knows how much money it costs, how many people it employs, how many programs exist within it or exactly how many agencies do the same work.
These are some of the findings of a two-year investigation by The Washington Post that discovered what amounts to an alternative geography of the United States, a Top Secret America hidden from public view and lacking in thorough oversight. After nine years of unprecedented spending and growth, the result is that the system put in place to keep the United States safe is so massive that its effectiveness is impossible to determine.
The investigation's other findings include:
* Some 1,271 government organizations and 1,931 private companies work on programs related to counterterrorism, homeland security and intelligence in about 10,000 locations across the United States.
* An estimated 854,000 people, nearly 1.5 times as many people as live in Washington, D.C., hold top-secret security clearances.
* In Washington and the surrounding area, 33 building complexes for top-secret intelligence work are under construction or have been built since September 2001. Together they occupy the equivalent of almost three Pentagons or 22 U.S. Capitol buildings - about 17 million square feet of space.
* Many security and intelligence agencies do the same work, creating redundancy and waste. For example, 51 federal organizations and military commands, operating in 15 U.S. cities, track the flow of money to and from terrorist networks.
* Analysts who make sense of documents and conversations obtained by foreign and domestic spying share their judgment by publishing 50,000 intelligence reports each year - a volume so large that many are routinely ignored.
These are not academic issues; lack of focus, not lack of resources, was at the heart of the Fort Hood shooting that left 13 dead, as well as the Christmas Day bomb attempt thwarted not by the thousands of analysts employed to find lone terrorists but by an alert airline passenger who saw smoke coming from his seatmate.
They are also issues that greatly concern some of the people in charge of the nation's security.
"There has been so much growth since 9/11 that getting your arms around that - not just for the DNI [Director of National Intelligence], but for any individual, for the director of the CIA, for the secretary of defense - is a challenge," Defense Secretary Robert M. Gates said in an interview with The Post last week.
In the Department of Defense, where more than two-thirds of the intelligence programs reside, only a handful of senior officials - called Super Users - have the ability to even know about all the department's activities. But as two of the Super Users indicated in interviews, there is simply no way they can keep up with the nation's most sensitive work.
"I'm not going to live long enough to be briefed on everything" was how one Super User put it. The other recounted that for his initial briefing, he was escorted into a tiny, dark room, seated at a small table and told he couldn't take notes. Program after program began flashing on a screen, he said, until he yelled ''Stop!" in frustration.
"I wasn't remembering any of it," he said.
Underscoring the seriousness of these issues are the conclusions of retired Army Lt. Gen. John R. Vines, who was asked last year to review the method for tracking the Defense Department's most sensitive programs. Vines, who once commanded 145,000 troops in Iraq and is familiar with complex problems, was stunned by what he discovered.
"I'm not aware of any agency with the authority, responsibility or a process in place to coordinate all these interagency and commercial activities," he said in an interview. "The complexity of this system defies description."
The result, he added, is that it's impossible to tell whether the country is safer because of all this spending and all these activities. "Because it lacks a synchronizing process, it inevitably results in message dissonance, reduced effectiveness and waste," Vines said. "We consequently can't effectively assess whether it is making us more safe."
The Post's investigation is based on government documents and contracts, job descriptions, property records, corporate and social networking Web sites, additional records, and hundreds of interviews with intelligence, military and corporate officials and former officials. Most requested anonymity either because they are prohibited from speaking publicly or because, they said, they feared retaliation at work for describing their concerns.
The Post's online database of government organizations and private companies was built entirely on public records. The investigation focused on top-secret work because the amount classified at the secret level is too large to accurately track.

Defense Secretary Gates, in his interview with The Post, said that he does not believe the system has become too big to manage but that getting precise data is sometimes difficult. Singling out the growth of intelligence units in the Defense Department, he said he intends to review those programs for waste. "Nine years after 9/11, it makes a lot of sense to sort of take a look at this and say, 'Okay, we've built tremendous capability, but do we have more than we need?' " he said.
CIA Director Leon Panetta, who was also interviewed by The Post last week, said he's begun mapping out a five-year plan for his agency because the levels of spending since 9/11 are not sustainable. "Particularly with these deficits, we're going to hit the wall. I want to be prepared for that," he said. "Frankly, I think everyone in intelligence ought to be doing that."
In an interview before he resigned as the director of national intelligence in May, retired Adm. Dennis C. Blair said he did not believe there was overlap and redundancy in the intelligence world. "Much of what appears to be redundancy is, in fact, providing tailored intelligence for many different customers," he said.
Blair also expressed confidence that subordinates told him what he needed to know. "I have visibility on all the important intelligence programs across the community, and there are processes in place to ensure the different intelligence capabilities are working together where they need to," he said.
Weeks later, as he sat in the corner of a ballroom at the Willard Hotel waiting to give a speech, he mused about The Post's findings. "After 9/11, when we decided to attack violent extremism, we did as we so often do in this country," he said. "The attitude was, if it's worth doing, it's probably worth overdoing."
Outside a gated subdivision of mansions in McLean, a line of cars idles every weekday morning as a new day in Top Secret America gets underway. The drivers wait patiently to turn left, then crawl up a hill and around a bend to a destination that is not on any public map and not announced by any street sign.
Liberty Crossing tries hard to hide from view. But in the winter, leafless trees can't conceal a mountain of cement and windows the size of five Wal-Mart stores stacked on top of one another rising behind a grassy berm. One step too close without the right badge, and men in black jump out of nowhere, guns at the ready.
Past the armed guards and the hydraulic steel barriers, at least 1,700 federal employees and 1,200 private contractors work at Liberty Crossing, the nickname for the two headquarters of the Office of the Director of National Intelligence and its National Counterterrorism Center. The two share a police force, a canine unit and thousands of parking spaces.
Liberty Crossing is at the center of the collection of U.S. government agencies and corporate contractors that mushroomed after the 2001 attacks. But it is not nearly the biggest, the most costly or even the most secretive part of the 9/11 enterprise.
In an Arlington County office building, the lobby directory doesn't include the Air Force's mysteriously named XOIWS unit, but there's a big "Welcome!" sign in the hallway greeting visitors who know to step off the elevator on the third floor. In Elkridge, Md., a clandestine program hides in a tall concrete structure fitted with false windows to look like a normal office building. In Arnold, Mo., the location is across the street from a Target and a Home Depot. In St. Petersburg, Fla., it's in a modest brick bungalow in a run-down business park.
Each day at the National Counterterrorism Center in McLean, workers review at least 5,000 pieces of terrorist-related data from intelligence agencies and keep an eye on world events.
Every day across the United States, 854,000 civil servants, military personnel and private contractors with top-secret security clearances are scanned into offices protected by electromagnetic locks, retinal cameras and fortified walls that eavesdropping equipment cannot penetrate.
This is not exactly President Dwight D. Eisenhower's "military-industrial complex," which emerged with the Cold War and centered on building nuclear weapons to deter the Soviet Union. This is a national security enterprise with a more amorphous mission: defeating transnational violent extremists.
Much of the information about this mission is classified. That is the reason it is so difficult to gauge the success and identify the problems of Top Secret America, including whether money is being spent wisely. The U.S. intelligence budget is vast, publicly announced last year as $75 billion, 21/2 times the size it was on Sept. 10, 2001. But the figure doesn't include many military activities or domestic counterterrorism programs.
At least 20 percent of the government organizations that exist to fend off terrorist threats were established or refashioned in the wake of 9/11. Many that existed before the attacks grew to historic proportions as the Bush administration and Congress gave agencies more money than they were capable of responsibly spending.
The Pentagon's Defense Intelligence Agency, for example, has gone from 7,500 employees in 2002 to 16,500 today. The budget of the National Security Agency, which conducts electronic eavesdropping, doubled. Thirty-five FBI Joint Terrorism Task Forces became 106. It was phenomenal growth that began almost as soon as the Sept. 11 attacks ended.
Nine days after the attacks, Congress committed $40 billion beyond what was in the federal budget to fortify domestic defenses and to launch a global offensive against al-Qaeda. It followed that up with an additional $36.5 billion in 2002 and $44 billion in 2003. That was only a beginning.
With the quick infusion of money, military and intelligence agencies multiplied. Twenty-four organizations were created by the end of 2001, including the Office of Homeland Security and the Foreign Terrorist Asset Tracking Task Force. In 2002, 37 more were created to track weapons of mass destruction, collect threat tips and coordinate the new focus on counterterrorism. That was followed the next year by 36 new organizations; and 26 after that; and 31 more; and 32 more; and 20 or more each in 2007, 2008 and 2009.
In all, at least 263 organizations have been created or reorganized as a response to 9/11. Each has required more people, and those people have required more administrative and logistic support: phone operators, secretaries, librarians, architects, carpenters, construction workers, air-conditioning mechanics and, because of where they work, even janitors with top-secret clearances.
With so many more employees, units and organizations, the lines of responsibility began to blur. To remedy this, at the recommendation of the bipartisan 9/11 Commission, the George W. Bush administration and Congress decided to create an agency in 2004 with overarching responsibilities called the Office of the Director of National Intelligence (ODNI) to bring the colossal effort under control.
While that was the idea, Washington has its own ways.
The first problem was that the law passed by Congress did not give the director clear legal or budgetary authority over intelligence matters, which meant he wouldn't have power over the individual agencies he was supposed to control.
The second problem: Even before the first director, Ambassador John D. Negroponte, was on the job, the turf battles began. The Defense Department shifted billions of dollars out of one budget and into another so that the ODNI could not touch it, according to two senior officials who watched the process. The CIA reclassified some of its most sensitive information at a higher level so the National Counterterrorism Center staff, part of the ODNI, would not be allowed to see it, said former intelligence officers involved.
And then came a problem that continues to this day, which has to do with the ODNI's rapid expansion.
When it opened in the spring of 2005, Negroponte's office was all of 11 people stuffed into a secure vault with closet-size rooms a block from the White House. A year later, the budding agency moved to two floors of another building. In April 2008, it moved into its huge permanent home, Liberty Crossing.
Today, many officials who work in the intelligence agencies say they remain unclear about what the ODNI is in charge of. To be sure, the ODNI has made some progress, especially in intelligence-sharing, information technology and budget reform. The DNI and his managers hold interagency meetings every day to promote collaboration. The last director, Blair, doggedly pursued such nitty-gritty issues as procurement reform, compatible computer networks, tradecraft standards and collegiality.
But improvements have been overtaken by volume at the ODNI, as the increased flow of intelligence data overwhelms the system's ability to analyze and use it. Every day, collection systems at the National Security Agency intercept and store 1.7 billion e-mails, phone calls and other types of communications. The NSA sorts a fraction of those into 70 separate databases. The same problem bedevils every other intelligence agency, none of which have enough analysts and translators for all this work.
The practical effect of this unwieldiness is visible, on a much smaller scale, in the office of Michael Leiter, the director of the National Counterterrorism Center. Leiter spends much of his day flipping among four computer monitors lined up on his desk. Six hard drives sit at his feet. The data flow is enormous, with dozens of databases feeding separate computer networks that cannot interact with one another.
There is a long explanation for why these databases are still not connected, and it amounts to this: It's too hard, and some agency heads don't really want to give up the systems they have. But there's some progress: "All my e-mail on one computer now," Leiter says. "That's a big deal."
To get another view of how sprawling Top Secret America has become, just head west on the toll road toward Dulles International Airport.
As a Michaels craft store and a Books-A-Million give way to the military intelligence giants Northrop Grumman and Lockheed Martin, find the off-ramp and turn left. Those two shimmering-blue five-story ice cubes belong to the National Geospatial-Intelligence Agency, which analyzes images and mapping data of the Earth's geography. A small sign obscured by a boxwood hedge says so.
Across the street, in the chocolate-brown blocks, is Carahsoft, an intelligence agency contractor specializing in mapping, speech analysis and data harvesting. Nearby is the government's Underground Facility Analysis Center. It identifies overseas underground command centers associated with weapons of mass destruction and terrorist groups, and advises the military on how to destroy them.
Clusters of top-secret work exist throughout the country, but the Washington region is the capital of Top Secret America.
About half of the post-9/11 enterprise is anchored in an arc stretching from Leesburg south to Quantico, back north through Washington and curving northeast to Linthicum, just north of the Baltimore-Washington International Marshall Airport. Many buildings sit within off-limits government compounds or military bases.
Others occupy business parks or are intermingled with neighborhoods, schools and shopping centers and go unnoticed by most people who live or play nearby.
Many of the newest buildings are not just utilitarian offices but also edifices "on the order of the pyramids," in the words of one senior military intelligence officer.
Not far from the Dulles Toll Road, the CIA has expanded into two buildings that will increase the agency's office space by one-third. To the south, Springfield is becoming home to the new $1.8 billion National Geospatial-Intelligence Agency headquarters, which will be the fourth-largest federal building in the area and home to 8,500 employees. Economic stimulus money is paying hundreds of millions of dollars for this kind of federal construction across the region.
It's not only the number of buildings that suggests the size and cost of this expansion, it's also what is inside: banks of television monitors. "Escort-required" badges. X-ray machines and lockers to store cellphones and pagers. Keypad door locks that open special rooms encased in metal or permanent dry wall, impenetrable to eavesdropping tools and protected by alarms and a security force capable of responding within 15 minutes. Every one of these buildings has at least one of these rooms, known as a SCIF, for sensitive compartmented information facility. Some are as small as a closet; others are four times the size of a football field.
SCIF size has become a measure of status in Top Secret America, or at least in the Washington region of it. "In D.C., everyone talks SCIF, SCIF, SCIF," said Bruce Paquin, who moved to Florida from the Washington region several years ago to start a SCIF construction business. "They've got the penis envy thing going. You can't be a big boy unless you're a three-letter agency and you have a big SCIF."
SCIFs are not the only must-have items people pay attention to. Command centers, internal television networks, video walls, armored SUVs and personal security guards have also become the bling of national security.
"You can't find a four-star general without a security detail," said one three-star general now posted in Washington after years abroad. "Fear has caused everyone to have stuff. Then comes, 'If he has one, then I have to have one.' It's become a status symbol."
Among the most important people inside the SCIFs are the low-paid employees carrying their lunches to work to save money. They are the analysts, the 20- and 30-year-olds making $41,000 to $65,000 a year, whose job is at the core of everything Top Secret America tries to do.
At its best, analysis melds cultural understanding with snippets of conversations, coded dialogue, anonymous tips, even scraps of trash, turning them into clues that lead to individuals and groups trying to harm the United States.
Their work is greatly enhanced by computers that sort through and categorize data. But in the end, analysis requires human judgment, and half the analysts are relatively inexperienced, having been hired in the past several years, said a senior ODNI official. Contract analysts are often straight out of college and trained at corporate headquarters.
When hired, a typical analyst knows very little about the priority countries - Iraq, Iran, Afghanistan and Pakistan - and is not fluent in their languages. Still, the number of intelligence reports they produce on these key countries is overwhelming, say current and former intelligence officials who try to cull them every day. The ODNI doesn't know exactly how many reports are issued each year, but in the process of trying to find out, the chief of analysis discovered 60 classified analytic Web sites still in operation that were supposed to have been closed down for lack of usefulness. "Like a zombie, it keeps on living" is how one official describes the sites.
The problem with many intelligence reports, say officers who read them, is that they simply re-slice the same facts already in circulation. "It's the soccer ball syndrome. Something happens, and they want to rush to cover it," said Richard H. Immerman, who was the ODNI's assistant deputy director of national intelligence for analytic integrity and standards until early 2009. "I saw tremendous overlap."
Even the analysts at the National Counterterrorism Center (NCTC), which is supposed to be where the most sensitive, most difficult-to-obtain nuggets of information are fused together, get low marks from intelligence officials for not producing reports that are original, or at least better than the reports already written by the CIA, FBI, National Security Agency or Defense Intelligence Agency.
When Maj. Gen. John M. Custer was the director of intelligence at U.S. Central Command, he grew angry at how little helpful information came out of the NCTC. In 2007, he visited its director at the time, retired Vice Adm. John Scott Redd, to tell him so. "I told him that after 41/2 years, this organization had never produced one shred of information that helped me prosecute three wars!" he said loudly, leaning over the table during an interview.
Two years later, Custer, now head of the Army's intelligence school at Fort Huachuca, Ariz., still gets red-faced recalling that day, which reminds him of his frustration with Washington's bureaucracy. "Who has the mission of reducing redundancy and ensuring everybody doesn't gravitate to the lowest-hanging fruit?" he said. "Who orchestrates what is produced so that everybody doesn't produce the same thing?"
He's hardly the only one irritated. In a secure office in Washington, a senior intelligence officer was dealing with his own frustration. Seated at his computer, he began scrolling through some of the classified information he is expected to read every day: CIA World Intelligence Review, WIRe-CIA, Spot Intelligence Report, Daily Intelligence Summary, Weekly Intelligence Forecast, Weekly Warning Forecast, IC Terrorist Threat Assessments, NCTC Terrorism Dispatch, NCTC Spotlight . . .
It's too much, he complained. The inbox on his desk was full, too. He threw up his arms, picked up a thick, glossy intelligence report and waved it around, yelling.
"Jesus! Why does it take so long to produce?"
"Why does it have to be so bulky?"
"Why isn't it online?"
The overload of hourly, daily, weekly, monthly and annual reports is actually counterproductive, say people who receive them. Some policymakers and senior officials don't dare delve into the backup clogging their computers. They rely instead on personal briefers, and those briefers usually rely on their own agency's analysis, re-creating the very problem identified as a main cause of the failure to thwart the attacks: a lack of information-sharing.

The ODNI's analysis office knows this is a problem. Yet its solution was another publication, this one a daily online newspaper, Intelligence Today. Every day, a staff of 22 culls more than two dozen agencies' reports and 63 Web sites, selects the best information and packages it by originality, topic and region.
Analysis is not the only area where serious overlap appears to be gumming up the national security machinery and blurring the lines of responsibility.
Within the Defense Department alone, 18 commands and agencies conduct information operations, which aspire to manage foreign audiences’ perceptions of U.S. policy and military activities overseas.
And all the major intelligence agencies and at least two major military commands claim a major role in cyber-warfare, the newest and least-defined frontier.
"Frankly, it hasn't been brought together in a unified approach," CIA Director Panetta said of the many agencies now involved in cyber-warfare.
"Cyber is tremendously difficult" to coordinate, said Benjamin A. Powell, who served as general counsel for three directors of national intelligence until he left the government last year. "Sometimes there was an unfortunate attitude of bring your knives, your guns, your fists and be fully prepared to defend your turf." Why? "Because it's funded, it's hot and it's sexy."

Last fall, U.S. Army Maj. Nidal Malik Hasan allegedly opened fire at Fort Hood, Tex., killing 13 people and wounding 30. In the days after the shootings, information emerged about Hasan's increasingly strange behavior at Walter Reed Army Medical Center, where he had trained as a psychiatrist and warned commanders that they should allow Muslims to leave the Army or risk "adverse events." He had also exchanged e-mails with a well-known radical cleric in Yemen being monitored by U.S. intelligence.
But none of this reached the one organization charged with handling counterintelligence investigations within the Army. Just 25 miles up the road from Walter Reed, the Army's 902nd Military Intelligence Group had been doing little to search the ranks for potential threats. Instead, the 902's commander had decided to turn the unit's attention to assessing general terrorist affiliations in the United States, even though the Department of Homeland Security and the FBI's 106 Joint Terrorism Task Forces were already doing this work in great depth.
The 902nd, working on a program the commander named RITA, for Radical Islamic Threat to the Army, had quietly been gathering information on Hezbollah, Iranian Republican Guard and al-Qaeda student organizations in the United States. The assessment "didn't tell us anything we didn't know already," said the Army's senior counterintelligence officer at the Pentagon.
Secrecy and lack of coordination have allowed organizations, such as the 902nd in this case, to work on issues others were already tackling rather than take on the much more challenging job of trying to identify potential jihadist sympathizers within the Army itself.
Beyond redundancy, secrecy within the intelligence world hampers effectiveness in other ways, say defense and intelligence officers. For the Defense Department, the root of this problem goes back to an ultra-secret group of programs for which access is extremely limited and monitored by specially trained security officers.
These are called Special Access Programs - or SAPs - and the Pentagon's list of code names for them runs 300 pages. The intelligence community has hundreds more of its own, and those hundreds have thousands of sub-programs with their own limits on the number of people authorized to know anything about them. All this means that very few people have a complete sense of what's going on.
"There's only one entity in the entire universe that has visibility on all SAPs - that's God," said James R. Clapper, undersecretary of defense for intelligence and the Obama administration's nominee to be the next director of national intelligence.
Such secrecy can undermine the normal chain of command when senior officials use it to cut out rivals or when subordinates are ordered to keep secrets from their commanders.
One military officer involved in one such program said he was ordered to sign a document prohibiting him from disclosing it to his four-star commander, with whom he worked closely every day, because the commander was not authorized to know about it. Another senior defense official recalls the day he tried to find out about a program in his budget, only to be rebuffed by a peer. "What do you mean you can't tell me? I pay for the program," he recalled saying in a heated exchange.
Another senior intelligence official with wide access to many programs said that secrecy is sometimes used to protect ineffective projects. "I think the secretary of defense ought to direct a look at every single thing to see if it still has value," he said. "The DNI ought to do something similar."
The ODNI hasn't done that yet. The best it can do at the moment is maintain a database of the names of the most sensitive programs in the intelligence community. But the database does not include many important and relevant Pentagon projects.
Because so much is classified, illustrations of what goes on every day in Top Secret America can be hard to ferret out. But every so often, examples emerge. A recent one shows the post-9/11 system at its best and its worst.
Last fall, after eight years of growth and hirings, the enterprise was at full throttle when word emerged that something was seriously amiss inside Yemen. In response, President Obama signed an order sending dozens of secret commandos to that country to target and kill the leaders of an al-Qaeda affiliate.
In Yemen, the commandos set up a joint operations center packed with hard drives, forensic kits and communications gear. They exchanged thousands of intercepts, agent reports, photographic evidence and real-time video surveillance with dozens of top-secret organizations in the United States.
That was the system as it was intended. But when the information reached the National Counterterrorism Center in Washington for analysis, it arrived buried within the 5,000 pieces of general terrorist-related data that are reviewed each day. Analysts had to switch from database to database, from hard drive to hard drive, from screen to screen, just to locate what might be interesting to study further.
As military operations in Yemen intensified and the chatter about a possible terrorist strike increased, the intelligence agencies ramped up their effort. The flood of information into the NCTC became a torrent.
Somewhere in that deluge was even more vital data. Partial names of someone in Yemen. A reference to a Nigerian radical who had gone to Yemen. A report of a father in Nigeria worried about a son who had become interested in radical teachings and had disappeared inside Yemen.
These were all clues to what would happen when a Nigerian named Umar Farouk Abdulmutallab left Yemen and eventually boarded a plane in Amsterdam bound for Detroit. But nobody put them together because, as officials would testify later, the system had gotten so big that the lines of responsibility had become hopelessly blurred.
"There are so many people involved here," NCTC Director Leiter told Congress.
"Everyone had the dots to connect," DNI Blair explained to the lawmakers. "But I hadn't made it clear exactly who had primary responsibility."
And so Abdulmutallab was able to step aboard Northwest Airlines Flight 253. As it descended toward Detroit, he allegedly tried to ignite explosives hidden in his underwear. It wasn't the very expensive, very large 9/11 enterprise that prevented disaster. It was a passenger who saw what he was doing and tackled him. "We didn't follow up and prioritize the stream of intelligence," White House counterterrorism adviser John O. Brennan explained afterward. "Because no one intelligence entity, or team or task force was assigned responsibility for doing that follow-up investigation."
Blair acknowledged the problem. His solution: Create yet another team to run down every important lead. But he also told Congress he needed more money and more analysts to prevent another mistake.
More is often the solution proposed by the leaders of the 9/11 enterprise. After the Christmas Day bombing attempt, Leiter also pleaded for more - more analysts to join the 300 or so he already had.
The Department of Homeland Security asked for more air marshals, more body scanners and more analysts, too, even though it can't find nearly enough qualified people to fill its intelligence unit now. Obama has said he will not freeze spending on national security, making it likely that those requests will be funded.
More building, more expansion of offices continues across the country. A $1.7 billion NSA data-processing center will be under construction soon near Salt Lake City. In Tampa, the U.S. Central Command’s new 270,000-square-foot intelligence office will be matched next year by an equally large headquarters building, and then, the year after that, by a 51,000-square-foot office just for its special operations section.
Just north of Charlottesville, the new Joint-Use Intelligence Analysis Facility will consolidate 1,000 defense intelligence analysts on a secure campus.
Meanwhile, five miles southeast of the White House, the DHS has broken ground for its new headquarters, to be shared with the Coast Guard. DHS, in existence for only seven years, already has its own Special Access Programs, its own research arm, its own command center, its own fleet of armored cars and its own 230,000-person workforce, the third-largest after the departments of Defense and Veterans Affairs.
Soon, on the grounds of the former St. Elizabeths mental hospital in Anacostia, a $3.4 billion showcase of security will rise from the crumbling brick wards. The new headquarters will be the largest government complex built since the Pentagon, a major landmark in the alternative geography of Top Secret America and four times as big as Liberty Crossing.

WASHINGTON (AP) - President Barack Obama ends his first year in office with his to-do list still long and his unfulfilled campaign promises stacked high.
From winding down the war in Iraq to limiting lobbyists, Obama has made some progress. But the president has faced political reality and accepted - sometimes grudgingly - compromises that leave him exposed to criticism. Promises that have proven difficult include pledges not to raise taxes, to curb earmarks and to shut down the Guantanamo Bay detention facility in Cuba by the end of his first year.
"We are moving systematically to bring about change, but change is hard," Obama told a town hall crowd in California. "Change doesn't happen overnight."
That was in March.
During his two-year campaign, Obama thrilled massive crowds with soaring speeches, often railing against an Iraq war that now is seldom mentioned. His presidential comments now are often sober updates on issues like terrorism and the economy, a top priority now that emerged as a major issue only in the campaign's final weeks.
Obama's campaign ambition has been diluted with a pragmatism that has been the hallmark of Year One - without much of the progress he had hoped.
A look at some of the promises:
THE ECONOMY, TAXES AND DEFICITS
Obama inherited an economy in severe distress that has since shown marked improvement. With the crisis developing so close to last year's election, it wasn't the focus of his earlier campaign promises. But Obama managed to craft his main anti-recession measure to address one of the top political commitments.
He campaigned on a pledge to provide a $1,000 tax credit to 95 percent of all working families, and almost delivered.
The $787 billion stimulus bill included an $800 tax credit for couples making up to $150,000, and a declining credit for those making up to $190,000. The Tax Policy Center estimates that 90 percent of taxpayers qualified for a tax cut under the stimulus package.
In a Dover, N.H., campaign stop, Obama pledged that "no family making less than $250,000 will see their taxes increase - not your income taxes, not your payroll taxes, not your capital gains taxes, not any of your taxes."
True, unless you're a smoker.
Obama, himself an occasional smoker, signed into law a 159 percent increase in the tax on a pack of cigarettes. Other tobacco products were hit with similar or much steeper increases to help pay for a children's health initiative, enabling him to keep another promise to make sure all kids have health insurance.
Obama also promised to cut the federal budget deficit by more than half in his first term. That now appears unlikely, given the spending on the stimulus and the billions of dollars spent on bank and auto company bailouts. The 2009 federal budget deficit hit a record $1.42 trillion, and the red ink in the first two months of fiscal 2010 was nearly 6 percent higher than the same period in 2009.
FOREIGN POLICY
As a candidate, Obama touted his early opposition to the Iraq war and pledged to pull all U.S. combat troops out within 16 months. As president, he pushed that deadline back two months, to August 2010.
Even then, he will leave 35,000 to 50,000 military personnel in Iraq through 2011 to train, equip and advise Iraqi security forces, and to help in counterterrorism missions.
As a candidate, he vowed to prosecute the war against al-Qaida in Afghanistan, arguing that Iraq had distracted the U.S. from its anti-terror priorities. By the end of his first year, he had retooled the Afghan war strategy, replaced the U.S. commander there, doubled the number of U.S. troops in the country and ordered another 30,000 there by the middle of this year.
He also promised to "end the use of torture without exception" in U.S. anti-terror campaigns and to close Guantanamo Bay, which he called "a recruiting tool for our enemies." He signed an executive order outlawing torture, cruelty and degrading treatment of prisoners. A companion order closing the Guantanamo prison has proven more challenging.
Congress refused to fund the transfer of any Guantanamo detainees to U.S. prisons, and foreign countries are reluctant to accept them. Obama did order the purchase of an Illinois prison to house up to 100 Guantanamo detainees. Still, Guantanamo cannot be closed until the disposition of more than 200 remaining detainees is resolved. A failed attempt at bombing a Detroit-bound airliner on Christmas has made that more difficult.
Obama also campaigned to restore U.S. prestige abroad by engaging allies and adversaries alike, a direct swipe at George W. Bush, his predecessor. Now, he's finding that rhetoric tough to live up to.
He vowed to use "tough, direct diplomacy" to keep Iran from obtaining nuclear weapons. Once in office, he offered dialogue to Tehran, made direct appeals to the Iranian people and included Iran in multinational discussions, while insisting that Iran not be permitted to develop nuclear weapons.
The power centers in Tehran have largely shrugged, and Obama so far has been unable to unite a coalition of countries behind new economic sanctions intended to block Iran's development of nuclear weapons.
A solution for North Korea's nuclear program also remains elusive. Its envoy to the United Nations said his nation is willing to conduct talks, but only if all sanctions against it are lifted.
TERRORISM
On his 2008 campaign Web site, Obama declared that "we must redouble our efforts to determine if the measures implemented since 9/11 are adequately addressing the threats our nation continues to face from airplane-based terrorism," including screening all passengers against "a comprehensive terrorist watch list."
The verdict on that promise came last month, when an alleged terrorist known to authorities boarded an airliner bound for Detroit from overseas carrying explosives in his clothes. Disaster was averted when he botched an attempt to ignite the bomb.
HEALTH CARE
During his political run, Obama said he would increase the number of people covered by health insurance and pay for it by raising taxes on families making more than $250,000 a year and by taxing companies that do not offer coverage to employees.
Although lawmakers have taken steps toward the broad outline Obama promised, it remains unfinished. The House and Senate have passed versions of the plan, but major differences remain. And Obama's left flank is none too pleased with the compromises to this point, which have all but eliminated a government-run insurance option, something he called for in the campaign.
Even the process has violated one campaign pledge.
"We'll have the negotiations televised on C-SPAN, so that people can see who is making arguments on behalf of their constituents, and who are making arguments on behalf of the drug companies or the insurance companies," Obama said.
That hasn't happened. Instead, Democrats in Congress and the White House have made multibillion-dollar deals with hospitals and pharmaceutical companies in private. C-SPAN asked to televise the negotiations between the House and Senate versions; the White House insists it hasn't seen the request.
OTHER ISSUES
On other domestic promises, from energy to education, Obama has been faced with a tight budget, a struggling economy and a deficit-conscious public that he will need to court if he seeks another term in 2012.
Early on, he had to recant his pledge not to sign legislation that includes lawmakers' pet projects. "When I'm president, I will go line by line to make sure that we are not spending money unwisely," Obama had said in September.
But Congress controls spending, and Obama hasn't been willing to veto bills approved by his Democratic allies on Capitol Hill. For example, he signed what he called an "imperfect" $410 billion spending bill that included 7,991 so-called "earmarks" totaling $5.5 billion. He had little choice. The measure, a holdover from the Bush presidency, was needed to keep government from shutting down.
Obama also promised to require lawmakers seeking money for earmarks to justify their requests in writing 72 hours before they're voted on in Congress.
That hasn't happened yet. Nor has his pledge to post legislation online for five days before acting; he broke that pledge with his first bill, a non-emergency measure giving workers more time to bring pay discrimination lawsuits. A promised ban on lobbyists serving in his administration hasn't been absolute; a few former lobbyists were granted exemptions.
White House Press Secretary Robert Gibbs explained that by saying:
"Even the toughest rules require reasonable exceptions."

During the campaign, though, candidate Obama regularly promised something different - to broadcast all such negotiations on C-SPAN, putting the entire process of pounding out health care reform out in the open. (That promise applied to the now-completed processing of forging House and Senate bills, too.)
Back when Republicans controlled Congress and George W. Bush was in the White House, it was Democrats who angrily complained about secret backroom deals.
Now the roles are reversed.
"The negotiations are obviously being done in secret and the American people really just want to know what they are trying to hide," said Rep. Tom Price, R-Ga.
Even with no cameras and no Republicans in the room it will be a tall order for the House and Senate to resolve their differences - especially on abortion coverage and how to pay for health reform
Even so, top Democrats in both houses say they hope to have the final bill ready for the president's signature in time for his State of the Union address - less than four weeks from now.

Even with no cameras and no Republicans in the room it will be a tall order for the House and Senate to resolve their differences - especially on abortion coverage and how to pay for health reform
Even so, top Democrats in both houses say they hope to have the final bill ready for the president's signature in time for his State of the Union address - less than four weeks from now.

Biden and Secrets v. Barack and Open Government
You gotta wonder how they rationalize it to themselves -
All his meetings are secret. he is meeting in secret with E
VERYONE who walks through the White House doors, the White House refuses to divulge who he meets with or any of the subjects ... and liberals approve of Biden. Wanna know who doesn't approve of Biden? Obama - which is why everything is secret. Every time the guy opens his mouth he screws things up and the White House knows that.
When Bush spoke, he meant it, he didn't exaggerate nor did he lie - when Biden speaks, he has never said anything truthful we did not already know, but he often would lie or exaggerate. Cheney didn't. Cheney met with energy officials and the records were kept secret and liberals screamed like he had just eviscerated them. Liberals today overwhelmingly approve of Joe.
Brilliant hypocrisy. Makes me want to be a liberal - I don't need values or ethics and can change my mind anytime I want and claim I am being consistent. If I was one of them, I would be ashamed. Most especially given Barack saying he would have the MOST TRANSPARENT administration EVER. ha ha. What a bloody joke. Makes the one secret meeting Cheney had look like it was a PTA meeting. EVERYTHING Biden does is secret and off the record! Except for the secret shelter where Biden will be taken - he revealed where it was ... the only non-secret secret. Talk about helping the enemy.

Joe Biden update: Lots of closed meetings, a poll number under Cheney
While the president hops down to North Carolina and back to Virginia today, selling more healthcare plans whose billions of dollars will absolutely positively not add one Chicago dime to the deficit, Vice President Joe Biden has another full day of secret closed meetings in Washington.
According to the Veepster's schedule, after taking Monday off to accompany his wife to the doctor, he'll have a closed briefing on whatever the Recovery Act is or is not doing. Then, for the remainder of the entire day, Biden will have hour after hour of meetings with unidentified people on unidentified subjects. Don't even ask.
In the evening, he'll return to his Delaware home to recover.
Also, some polling news for Biden buffs:
According to a new Washington Post survey, a clear majority of Americans (55%) approve of the job Biden's doing, perhaps because thanks to schedules like today's, they can't know much about what that job he's doing actually is.
Biden's numbers are tied closely to Americans' belief in the economic efficacy of President Obama's stimulus package. Those who think it'll work, like him; those who don't, don't.
Those Biden approval numbers still aren't quite as good as Dick Cheney's April approval of 64% from a 2001 Post poll. But then Cheney is Obama's cousin and talks way less than Biden, who used to call Cheney the most dangerous vice president in U.S. history.
Biden's approval numbers, however, are way better than House Speaker Nancy Pelosi's. Which actually isn't saying much because she and George W. Bush are both hovering around the lower 30s nowadays.
According to the Post, 79% of Democrats approve of Joe's job, 54% of independents and 24% of Republicans. Among white Catholics and whites without college degrees, Obama's actually doing better in approval ratings than the guy from Scranton, Pa., who was supposed to help him with that crowd. An ominous sign for a presidential helpmate.

Not all that far off? Maybe.
And now for a world government

I have never believed that there is a secret United Nations plot to take over the US. I have never seen black helicopters hovering in the sky above Montana. But, for the first time in my life, I think the formation of some sort of world government is plausible.
A “world government” would involve much more than co-operation between nations. It would be an entity with state-like characteristics, backed by a body of laws. The European Union has already set up a continental government for 27 countries, which could be a model. The EU has a supreme court, a currency, thousands of pages of law, a large civil service and the ability to deploy military force.
So could the European model go global? There are three reasons for thinking that it might.
First, it is increasingly clear that the most difficult issues facing national governments are international in nature: there is global warming, a global financial crisis and a “global war on terror”.
Second, it could be done. The transport and communications revolutions have shrunk the world so that, as Geoffrey Blainey, an eminent Australian historian, has written: “For the first time in human history, world government of some sort is now possible.” Mr Blainey foresees an attempt to form a world government at some point in the next two centuries, which is an unusually long time horizon for the average newspaper column.
But – the third point – a change in the political atmosphere suggests that “global governance” could come much sooner than that. The financial crisis and climate change are pushing national governments towards global solutions, even in countries such as China and the US that are traditionally fierce guardians of national sovereignty.
Barack Obama, America’s president-in-waiting, does not share the Bush administration’s disdain for international agreements and treaties. In his book, The Audacity of Hope, he argued that: “When the world’s sole superpower willingly restrains its power and abides by internationally agreed-upon standards of conduct, it sends a message that these are rules worth following.” The importance that Mr Obama attaches to the UN is shown by the fact that he has appointed Susan Rice, one of his closest aides, as America’s ambassador to the UN, and given her a seat in the cabinet.
A taste of the ideas doing the rounds in Obama circles is offered by a recent report from the Managing Global Insecurity project, whose small US advisory group includes John Podesta, the man heading Mr Obama’s transition team and Strobe Talbott, the president of the Brookings Institution, from which Ms Rice has just emerged.
The MGI report argues for the creation of a UN high commissioner for counter-terrorist activity, a legally binding climate-change agreement negotiated under the auspices of the UN and the creation of a 50,000-strong UN peacekeeping force. Once countries had pledged troops to this reserve army, the UN would have first call upon them.
These are the kind of ideas that get people reaching for their rifles in America’s talk-radio heartland. Aware of the political sensitivity of its ideas, the MGI report opts for soothing language. It emphasises the need for American leadership and uses the term, “responsible sovereignty” – when calling for international co-operation – rather than the more radical-sounding phrase favoured in Europe, “shared sovereignty”. It also talks about “global governance” rather than world government.
But some European thinkers think that they recognise what is going on. Jacques Attali, an adviser to President Nicolas Sarkozy of France, argues that: “Global governance is just a euphemism for global government.” As far as he is concerned, some form of global government cannot come too soon. Mr Attali believes that the “core of the international financial crisis is that we have global financial markets and no global rule of law”.
So, it seems, everything is in place. For the first time since homo sapiens began to doodle on cave walls, there is an argument, an opportunity and a means to make serious steps towards a world government.
But let us not get carried away. While it seems feasible that some sort of world government might emerge over the next century, any push for “global governance” in the here and now will be a painful, slow process.
There are good and bad reasons for this. The bad reason is a lack of will and determination on the part of national, political leaders who – while they might like to talk about “a planet in peril” – are ultimately still much more focused on their next election, at home.
But this “problem” also hints at a more welcome reason why making progress on global governance will be slow sledding. Even in the EU – the heartland of law-based international government – the idea remains unpopular. The EU has suffered a series of humiliating defeats in referendums, when plans for “ever closer union” have been referred to the voters. In general, the Union has progressed fastest when far-reaching deals have been agreed by technocrats and politicians – and then pushed through without direct reference to the voters. International governance tends to be effective, only when it is anti-democratic.
The world’s most pressing political problems may indeed be international in nature, but the average citizen’s political identity remains stubbornly local. Until somebody cracks this problem, that plan for world government may have to stay locked away in a safe at the UN.
