On April 22, 1979, Samir Al-Quntar was one of four PLO killers who secreted ashore and found, in an apartment Einat Haran. Shooting her father in front of her and drowning him in the sea to ensure he was dead. He smashed the head of 4 year-old Einat on beach rocks and crushed her skull with the butt of his rifle.
He killed a total of two children that day - one directly, and one indirectly (in hiding his wife, the father shot in front of his daughter, pushed his wife and 2nd daughter into a crawlspace. In an effort to keep the 2nd child from making any noise, the mother accidentally smothered her). Neither was by cross-fire. He was sentenced to life in prison - 542 years.
He married an "Israeli Arab woman who is an activist on behalf of terrorist prisoners. As the wife of a prisoner, she gets a monthly stipend from the government."
In recent years, Abu Abbas started telling journalists that he had renounced terrorism and that killing Leon Klinghoffer had been a mistake. But he has never said that killing my family was a mistake. He was a terrorist once, and a terrorist, I believe, he remains. Why else did he spend these last years, as the Israeli press has reported, free as a bird in Baghdad, passing rewards of $25,000 from Saddam Hussein to families of Palestinian suicide bombers? More than words, that kind of cash prize, which is a fortune to poor families, was a way of urging more suicide bombers. The fortunate thing about Abbas's attaching himself to Hussein is that it set him up for capture.
Samir al-Quntar was freed in mid July 2008.
When he was freed in a prisoner exchange - two dead Israelis for live Palestinians, al Jazeera had a birthday for the murderer (July 23).
Shortly after, he made the following statement:

Samir Al-Quntar: "If you are asking whether I killed Israelis – I did, Allah be praised."
Interviewer: "Including children?"
Samir Al-Quntar: "No. I am proud of this, and Allah willing, I will get the chance to kill more Israelis. As for the children, that's another story. A girl was killed during the operation, in the crossfire. In all the operations that involved capturing Israeli hostages, the hostages were killed by the bullets of the Israeli forces. In the operation of Dalal Al-Maghrabi, the [Israelis] fired like crazy on the bus, and killed a large number of Jewish hostages. In the Ma'alot operation, hostages were taken at a high school. [The Israelis] used anti-tank missiles to storm the school, killing many. The same thing happened in my operation. When we fired at them, in response to their fire, they began shooting in our direction like crazy. They are the ones who killed the hostages." [...]
Interviewer: "What did you study [while in prison]?"
Samir Al-Quntar: "Social studies and humanities."
Interviewer: "Did you complete your master's degree?"
Samir Al-Quntar: "No. I tried and took six courses, but they stopped it, saying it was forbidden. Other brothers completed their master's degree, but they prevented me personally from doing so, for reasons unknown to me."
Interviewer: "Are you considering completing your master's?"
Samir Al-Quntar: "No. Allah willing, I will do a different one."
Interviewer: "In what?"
Samir Al-Quntar: "A master's degree in resistance."
Interviewer: "What form will it take?"
Samir Al-Quntar: "Military..."
Interviewer: "So Samir Al-Quntar is declaring tonight that..."
Samir Al-Quntar: "I've already declared this."
Interviewer: "You declared that you would be a member of the resistance, but today you are declaring that you will be a resistance fighter, and that you will carry out military missions for the resistance."
Samir Al-Quntar: "Without the slightest doubt."
Interviewer: "The Islamic resistance?"
Samir Al-Quntar: "Yes."
Interviewer: "Is that a done deal?"
Samir Al-Quntar: "Absolutely, absolutely, absolutely. I say it three times."[...]

Once is enough - He must die.
Israel and the United States, need to devise a protocol and stick to it.
More Israelis will be kidnapped and then traded - dead or alive - for live Palestinians.
It cannot be allowed to happen. While we must never allow our citizens and soldiers, or Marines to remain in their hands, we cannot trade.
There are other ways. Do those actions now, and implement whatever must be done -now.
Then execute every Palestinian convicted of murder, in order that they are not a plague on mankind any longer. Bury them with pig carcasses - that is a special reward.
