I used to have more respect for Biden.
That time was ... well, many years ago, but still, I did think much more highly of him.
His repeated failures have dropped him, near the bottom of the barrel, although, still higher than his boss.
He publicly mocked Cheney over the role of the Vice President - and he failed to understand the Constitutional limitations placed upon the VP by the ARTCILES and which ones specifically. He relegated the role to the Executive, while it was not as Executive as it was Legislative.
He mocked Justice Roberts for flubbing the oath, and then:

The vice president fumbled his words while swearing in Hillary Clinton as secretary of state in a mock ceremony held at Foggy Bottom.
After smoothly saying and having Clinton repeat that she does "solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic," Biden, who was using a note card, faltered.
"... that I will bear -- excuse me ... that I will bear true faith and allegiance to the same ..."
He then continued without incident after a hearty laugh from the audience.
